CALL TO ORDER:  7:18 p.m. by Supervisor Job

MINUTES:   Hoxie moved, Job seconded to approve the March 12, 2003 Regular Meeting minutes, the March 27, 2003 Public Hearing minutes and the March 27, 2003 Special Meeting minutes as presented.                                                                                                                                                               Motion CARRIED

TREASURER’S REPORT: LeMieux moved, Job seconded to receive and file the Treasurer’s Report.

Motion CARRIED

SET/AMEND AGENDA:  Hoxie moved, LeMieux seconded to amend the agenda as follows: Add, under New Business, Item A-2: Reallocation of $3,500.00 in CDBG funds from project B1-02-2B, Item I: P.D.R. Ordinance, Item J: Wetlands Ordinance, Item K: Joint Meeting with Planning Commission, Item L: I.S.O. Fire Rating.                                                                                                                                            Motion CARRIED

CURRENT BILLS: LeMieux moved, Hoxie seconded to pay current bills, including pre-paid expenses, as presented.                                                                                                                     Motion CARRIED

Hoxie moved, Hicks seconded to receive and file the reports as presented.                  Motion CARRIED

NEW BUSINESS:

ALLOCATION OF C.D.B.G. FUNDS:

1.  Hoxie moved, Job seconded to allocate the $52,000.00 in Armada Township’s 2003 C.D.B.G. funds as follows:

            Barrier Free Restrooms                                                 $ 18,000.00

            Armada Township Fire Department                                $ 12,000.00

            Armada Senior Citizen’s Program                                  $ 11,000.00

            Richmond Lenox EMS                                                   $   4,500.00

            Armada P.A.L.                                                             $   3,500.00

            Armada Grange Hall                                                     $   2,000.00

            Solid Ground                                                                 $   1,000.00                   Motion CARRIED

2.  Hicks moved, Hoxie seconded to reallocate $3,500.00 from project B1-02-2B to project B1-02-2A, Barrier Free Restrooms for Armada Township Hall.                                                                                Motion CARRIED

FIRE DEPARTMENT CONTRACT WITH RICHMOND:  LeMieux moved, Hoxie seconded to renew our $7,000.00 annual contract with Richmond Township.                                                         Motion CARRIED

PLANNING COMMISSION APPOINTMENTS:  LeMieux moved, Eison seconded to reappoint Harold Ward and to appoint Ray Aiello to 1-year terms.                                                                                Motion CARRIED

ARMADA TIMES:  Hicks moved, Job seconded to affirm the Romeo Observer as the Board’s newspaper of record.                                                       Nays:  Eison, LeMieux                                                Motion CARRIED

GARBAGE DUMPING RESOLUTION:  Hoxie moved, Eison seconded to adopt a resolution opposing the dumping of foreign and out-of-state garbage in Michigan.                                         Motion CARRIED

MEMORIAL FLAGS FOR VETERANS:  LeMieux moved, Job seconded to buy one gross of American flags for the Amvets, not to exceed a cost of $500.00.                                                             Motion CARRIED

FEE FOR LAND RENTAL:  Hoxie moved, Job seconded to waive rental fees for farming operations on Township park property, subject to an annual review.                                                                 Motion CARRIED

ATTORNEY FOR WASTE WATER TREATMENT PLANT:  LeMieux moved, Job seconded to table the question.                                                                                                                   Motion CARRIED

P.D.R. ORDINANCE:  LeMieux moved, Eison seconded to table the question.                Motion CARRIED

WETLANDS ORDINANCE:  LeMieux moved, Job seconded to support County adoption of such an ordinance.

                                                                                                                                    Motion CARRIED

JOINT MEETING WITH PLANNING COMMISSION:  The Township Board will meet in joint session with the Planning Commission on Wednesday, June 18, 2003 at 7:00 p.m. at the Township Hall.

I.S.O. FIRE RATING:  Dennis LeMieux explained the importance of the fire rating and suggested ways to improve it.

PUBLIC COMMENT:  D.J. Kehrig spoke in support of the Armada Times.  George DeBruyn suggested the Armada Times require inclusion of name in comments.  Dee McCardle thanked the Board for their continued support of Solid Ground.

ADJOURNMENT:  Hoxie moved, Job seconded to adjourn the meeting at 8:55 p.m.      Motion CARRIED
